27 May 2004 To: Member National Authorities cc: Council Ladies and Gentlemen 2004 General Assembly – Appointment of Delegates, Election of Officers, and Nominations for Council and Committee Members The General Assembly of the International Sailing Federation will take place at 14:30 hrs on 13 November 2004 at the Marriott Hotel, Copenhagen, Denmark. Appointment of General Assembly Delegates - ISAF Constitution Article 38 In line with Article 38, each Member National Authority in good standing with the Federation (see Article 12) is entitled to appoint one delegate to the General Assembly, on the condition that the ISAF Secretary General receives notice of such appointment at least two weeks before the meeting, i.e. by 30 October 2004. This notice must be provided in writing, signed by the President or Secretary General (or equivalents in position), addressed to the ISAF Secretary General and received at the ISAF Secretariat by the close of business (5.30pm UTC) on 29 October 2004. E-mail or faxes are not acceptable for this purpose. Please advise the name of your delegate to the 2004 General Assembly as soon as possible, so the Secretariat can make all the necessary arrangements. Election of Officers – ISAF Constitution Articles 86-92 In line with Articles 75 and 76, each Member National Authority (MNA) in good standing with the Federation (see Article 12) is entitled to nominate candidates for the election of the President and seven Vice-Presidents (Officers) of ISAF. In accordance with Article 86 and the Council decision of November 2003, of the seven Vice-Presidents, at least two shall be women. In order to be eligible as a candidate for office, and in accordance with Article 76, such candidates must receive nominations from five or more full members (Member National Authorities). Member National Authorities may nominate as many or as few candidates as they wish and candidates do not need to be nationals of that country. Nominations for Officers must be provided in writing signed by the President or Secretary General (or equivalents in position), addressed to the ISAF Secretary General and received at the ISAF Secretariat by the close of business (5.30pm UTC) on 1 September 2004. Nominations for Officers received by fax by the required date will be valid if the ISAF Secretariat receive (and acknowledge receipt) by 29 October 2004. If the ISAF Secretariat does not receive the original signed letter of nomination, then the nomination will be invalid. E-mail is not acceptable for this purpose. Nominations to Council - ISAF Constitution Articles 46-48 In line with Article 46, each Member National Authority (MNA) in good standing with the Federation (see Article 12) is entitled to nominate candidates as Council member to represent their group. Nominations for Council Members must be provided in writing signed by the President or Secretary General (or equivalents in position) addressed to the ISAF Secretary General and received at the ISAF Secretariat by the close of business (5.30pm UTC) on 29 October 2004. Nominations to Committees and Sub-Committees – ISAF Regulation 6 The Secretariat circulated the procedure for the nomination of committee and sub-committee members to all Member National Authorities (MNAs) by e-mail on 3rd March 2004. Please let us know at once if you have not received this information. Since all Committees and Sub-Committees automatically retire after their meetings in November 2004, should you wish a current Committee or Sub- Committee Member to continue, it is necessary to re-nominate that person. Dates for the receipt of papers to be considered at the Council and General Assembly meetings, November 2004 1 August 2004 – Deadline for the ISAF Secretariat to receive Member National Authority Committee and Sub-Committee Nominations 1 August 2004 – Deadline for the ISAF Secretariat to receive submissions to be considered in November 2004 1 September 2004 – Deadline for the ISAF Secretariat to receive Member National Authority nominations for Council members and nominations for candidates to the election of the President and Vice Presidents 29 October 2004 – Deadline for the ISAF Secretariat to receive notification of Member National Authority General Assembly Delegates 9 November 2004 – Four days before the General Assembly, the Executive Committee will publish a list of their recommendations for Chairmen, Vice Chairmen and members of Committees 11 November 2004 – Executive Committee submits to Council an alphabetical list of all candidates nominated for membership of Committees (as received by 1 August 2004) 12 November 2004 -– Council members may make re-nominations to the Committee By 08:30 hours list recommended by the Executive in writing (based on nominations eligible - as per list published on 6 November 2004), to be received at least 30 hours prior to the commencement of the General Assembly 13 November 2004 – Executive Committee makes recommendations on Committee Membership, taking into consideration re-nominations made by Council NB: Council will consider the procedure for the appointment of the new committees at its meetings 5-6 June 2004.
