Estimado Aquiles : Ante tu pregunta consulté con la Clase en argentina y me dan
las razones por las que avalaríamos la Clase FW, por lo que te adjunto el
informe de Hernan Vila. Por el oresente le pido al Secretario de la CSV

Estimado Luis.
Ambos documentos son la comparacion de la Propuesta de la
Starboard Formula windsurfing one design de un lado y la actual tabla
olimpica Neilpryde RSX.
El otro cuadro que habla tambien de Slalom se refiere a
que paises y en que disciplinas tienen deportistas entre los 20 mejores de
acuerdo al ranking ISAF.
Argentina ha abierto el debate en el continente tomando
clara posicion por la opciond e FORMULA WINDSURFING STARBOARD ONE
DESIGN.
y es mas, esta poniendo una Submition en la ISAF para
proponer el cambio del material
Es decir por el reemplazo de la actual tabla
olimpica.
debido fundamentalmente a:
1 costos. la FW cuesta casi la mitad que la
RSX
2 distribucion , en arg starboard tiene una importantisima
presencia y tendriamos acceso dierecto al material olimpico y a los repuestos y
garantias. Mientras que con RSX tenemos que comprarlas en miami, no tenemos
representante y tenemos que traer de afuera hasta el ultimo
tornillo.
3 cantida de depostistas en cada disciplina en
ARG
4 Posibilidades estrategicas de medalla. ( Gonzalo Costa
Hoevel es hoy por hoy uno de los dos mejores del mundo en FW)

hacer la Federación Peruana de Vela al respecto?
Estimo que tanto la
PASF como la CSV, así como el representante (MRK) del grupo M en la ISAF,
deben dar a sus Federaciones afiliadas sus opiniones formales al respecto,
para que sus afiliadas puedan tener un elemento de juicio más, que nos permita
tomar la decisión que más convenga.

Dear Secretary
General,
We, the steering committee for the Formula Windsurfing One Design
Class (FOD), forwarded to you (28th June 2008) the Starboard proposal for
the Weymouth 2012 Olympic Sailing Regatta.
We hope that you
have been able to review the proposal and that you will give due
consideration to the merits of a change for 2009 to 2012.
Our slogan, incorporated in the
Overview and Power Point presentation, summarised the reasons why we
believe in this proposal:
'Proven
equipment that is simpler, faster, more affordable, more consistent, more
reliable and more exciting.'
In this letter we
would like to draw to your attention two key factors that support the need
for change.
1) Price, and Availability, of
Equipment.
- The proposed new Olympic
Equipment will retail for 2/3 of the price of the current Olympic
Equipment
- The FOD equipment has proven durability; it will last
longer than RS:X
- The FOD equipment will be distributed through
normal windsurf shops, operating normal margins, ensuring a worldwide
distribution network that will fully support the program
- Warranty
and spare parts will be available in windsurf shops throughout the
world
- The FOD has 3 moulds (RS:X only 1) to produce the board so
can adapt fast to the demands off the market
- The feeder Youth
Class, Formula Experience, uses equipment that costs less than ½ the price
of the current Olympic Youth class
2) Media and
Sailor Appeal.
In the conditions prescribed in the ISAF policies
for ISAF Events, October 07 (6-25 knots) Formula Windsurfing is a
non-pumping, planing class
- This will enhance the image of windsurfing
that now very often is seen as air rowing in 6-10 knots of
wind
- This
reduced pumping will bring the windsurfing discipline closer to the sailing
discipline
- Excessive pumping
induces wear and tear on equipment and on the athlete’s
body
- The light FOD
equipment is especially adapted for ladies and youth sailors
- New formats..
more and shorter races, half fleet races,… can add to the already media
friendly image of Formula Windsurfing.
Selecting FOD for 2012 will increase
participation.
An analysis of sailors, representing 5 continents
( N & S America,Asia, Europe, Oceania) on the current ISAF ranking and
FW ranking reveals the following data
- RS:X 218 men from 46 countries
- FW 638 men from 43 countries
The
number of active FW competitors is 3 times that of RS:X.
There seem to
be no recreational RS:X windsurfers
There is a big potential
for FW to grow.
Asia: some countries have only been active in
windsurfing in the current Olympic class - Hong Kong, Japan, Korea, Taipei,
Indonesia and Thailand.
Europe: similar for some former Soviet countries
and smaller sailing nations such - Bulgaria, Slovenia, Belarus, Serbia,…..
Also Cyprus and Turkey
N-America: Canada, Mexico and British and
American Virgin Islands
S-America: Venezuela and Netherland
Antilles
Oceania: FW present in all
countries
Summarising: If FW becomes the new Olympic Class
it will be active in
- 43 + minimum 18 countries = 61 countries =
- growth of 25% compared to current Olympic Class

represented, can be found in the attached
document.
Finally, we think it important to consider the opinions of
sailors. We have attached the report from Allison Shreeve, who recently
completed a tour of Europe and USA where she raced the FOD equipment.
